You can achieve this using third party software and a special error handling job, whilst JobScheduler does not have a built-in feature for sending notifications to pagers.
Alternatively, you could use monitoring software such as Nagios. We already have an FAQ with examples showing how to connect to Nagios via a passive Nagios service.
