Question:

Is JobScheduler able to control and monitor job executions via a web interface?

Answer:

Yes, JobScheduler itself has a web server and can be addressed using http://host:port

It comes with a web-based interface, the JobScheduler Operations Center (JOC), which is used to start, stop, etc. jobs and orders and to monitor their status at run time as well as set parameters and show log files.
